| Show CUBANS ARE PACIFIED All Prospects of An Uprising Have Been Removed i THE TROOPS TO BE PAID + ARMS TO GO INTO THE CUSTODY OF MAYORS 09 Guns Will Be Placed In Arsenals In Havana and Santiago and This Will Satisfy the Contending Element Ele-ment Distribution of 3OOOOOO to Begin at Once Washington May 20It is believed that whatever difficulty has ever existed ex-isted as to the disposition of the weapons weap-ons held by the Cuban soldiers has been overcome by the action taken by Secretary Alger today He has instructed in-structed General Brooke to begin at once the distribution of the 53000000 set aside for the payment of the Cuban soldiers being entirely satisfied with the provision mado by General Brooke for the safekeeping of the arms to be surrendered by the Cubans In consideration consid-eration of receiving a share of the money There has been less correspondence on this subject of late between Secretary Secre-tary Alger and General Brooke than has been supposed Last Wednesday the latter cabled the y ar department that he proposed to begin the payment i of the Cubans the arms to go into the custody of the mayors Secretary Al I ger did not reply to this as it concerned con-cerned a matter In which the president had himself given instructions Today General Brooke was again heard from this time saying he sawn saw-n the press reports that the secretary of war did not approve of the plan he had formed He explained that all of the arms surrendered were to be deposited posited in the arsenal at Havana and the arsenal at Santiago This statement changed the case completely for the arsenals being in the possession of the United States the requirements of the presidents contention conten-tion were fully met by the proposed arrangement Therefore Secretary Al ger after submitting the matter to the president this evening cabled General Brooke to proceed lmmedlatelya with i the payment of the money to the Cubans Cu-bans |
