Show ess mm m m mmm By ALICE MITCHELL The West Bountiful city council meeting last Tuesday night was again a potpourri of problems concerning a rapidly developing city. It began with a public hearing concerning the rezoning of the Robert W. Telford property west of 1100 West to allow for further development of his., one-acre subdivision. PLANNING and Zoning Chairman Chuck Stephens said that the planning anor zoning committee had recommended that the property be zoned to R-R-l to allow for the one-acre lots. Councilman Hall noted that there were no dissenting votes, and the council voted unanimously to accept the rezoning. MR. TELFORD was informed in-formed by J. Dell Holbrook. city administrator, that the reason the drainage ditch on 1100 W. has not been finished is that, although the city has the materials for the projects, they have more immediate problems to complete. Mr. Telford asked about the possibilities of his deeding his well to the city for the pur-" pose of constructing a public drinking place. Mayor Secrist said he is against the idea because the stopping of trucks and other vehicles to gel drinks causes a dust and noise nuisance. COUNCILWOMAN Harriet Stephens said she appreciates the gesture of Mr. Telford. Mr. Telford continued that the well has been used by the public for many years. Since citizens have complained that the roads and improvements have not been completed in the Fackrell Subdivision, something must be done according ac-cording to J. Dell Holbrook. Plat A was constructed by Clyde Cook and Rex George. THE ROAD in plat A was never completed satisfac-- satisfac-- torily, although Mr. George tried to complete the improvements in plat B, which he constructed. Now if remains to find out from Attorney At-torney Keith Stahle what recourse the city has in getting get-ting the subdivision improvements completed. Mr. Holbrook reported that Don Julio of the Department of Transportation has been out to survey the needed signs for the 4th North overpass. Mr. Julio also said that he feels that there is a definite possibility of securing a flashing light at the D&RG Railroad Tracks on 4th North. DISCUSSION continued concerning the Land Development Code and possible possi-ble changes. Councilman Hall reminded that citizen George Pfeiffer had asked that the Evergreen Subdivision remain residential in zoning and not in conditional zoning. He and other citizens in the subdivision are worried about the roads being developed to service the patrons of the Eldredge Reception Center. Chairman Chuck Stephens indicated in-dicated that the planning and zoning committee had told the owners of the reception center that they could not run a road through a cul de sac. ATTORNEY Keith Stahle said that the zoning requirements of the area make it lawful for the owner to run a private lane through the property he has purchased. This discussion led to further discussion concerning con-cerning the most suitable size of a cul de sac. After the discussion, it was decided to authorize the Planning and Zoning Committee Com-mittee to change the new planning and zoning map to indicate that Evergreen Acres will remain in the R-MOzoning (the present R-l zoning). IT WAS decided to delay the action on the size of the cul de sacs un(il there could be sufficient suf-ficient consultation with Fred Campbell, engineer. There were discussions pro and con the issue of whether or not the Board of Adjustments Adjust-ments should have the final say on problems referred to them or whether the city council should have the final say. MR. HOLBROOK reminded that the Arbuckle duplex matter had been decided by the Board of Adjustments after the Planning and Zoning Committee and the council - had voted against It. It was noted that it will be well to educate the Board of Adjustments Adjust-ments as to their duties and powers in the city ordinances. It was finally decided unanimously to delete the portion of the new land development code which changes the position of the Board of Adjustments and to insert the code as it now appears ap-pears on the city books, making the Board of Adjustments Adjust-ments a board of final decision. AFTER FURTHER discussion, discus-sion, the council voted to change the new zoning map so that the land east of the D&RG Railroad, which had been designated as A20, should be changed to R-l-10 to avoid further public hearings when the land is used for residential purposes. It was also decided to change the property listed as R-m-7 to R-l-10 (this is the property south of the Bud Layton property). Esther Brown was present to talk of her proposal (at the suggestion of her neighbors at 4th North) to require that all the property on 4th North below the D&RG Railroad tracks on the south side of the street be developed in one-acre one-acre lots, since all of the developments on the south side thus far have been on at least one-acre lots. IT WAS noted that Don Zesiger and Amell Heaps are not in favor of the acre lots, if they were to develop the property they have on 4th North. The council decided to leave the zoning as it is on 4th North. , . Chairman Chuck Stephens thanked the council for their assistance in formulating the Land Development Code and the other phases of the master plan. The council, in turn, thanked the Planning and Zoning Board for their labors. THE COUNCIL voted unanimously to adopt the Land Development Code as it now stands. This includes the corrections as discussed and accepted. Councilman Edmonds again brought up the idea of possibly placing the gutter and sidewalks of larger lots adjacent to the curb. COUNCILMAN Hall said that he draws landscape plans all of the time with the improvements adjacent to the curb. The parking area is always al-ways difficult to maintain and it is hard to mow and to irrigate. The paving has been done on 4th North. Police Chief Jack Hanham asked about the possibilities of getting a pedestrian lane marked for crossing at the golf course. He also presented a copy of the letter commending com-mending Officer Wayne Jeppson on his action in a recent police chase in Bountiful. Boun-tiful. The council indicated that they agree with the commendations. com-mendations. MR. HOLBROOK said that the city has no more obligations obliga-tions to the well driller. He has been doing some work at his own expense. He has been surging the whole thing at once. It has now been sealed. It may be well to clean the well again before using it. Councilman Hall reported that the packer at BARD had broken down. After thought and investigation, it had been decided to put a new engine into the packer and to await the purchase of a new one when something definite has been decided about the future of BARD. COUNCILMAN Mitchell asked if it were true that a citizen may purcnase pipe mr drainage in front of his property and have the city install the same. He was informed in-formed that this is true, so he will purchase the materials to complete drainage in front of his property. Mr. Mitchell said that there is nothing new on the drainage project on 5th South. The county expects to condemn con-demn the property west and to pay for the right-of-way into in-to the A-l Canal. They aie awaiting state action, but will " repair the road in front of the post office eventually.
