Cedar City native wins award as 1971 Junior officer Captain Keith H. iFoulger, Chief of Maintenance Train-ling Train-ling Control , Division of the 341st Strategic Missle Wing, has toeen selected as the Fifteenth Fif-teenth Air Force Junior Officer Offic-er of the Year for 1971. In a letter notifying Captain Cap-tain Foulger of his award, Lt. Gen. Paul K. Carlton, Commander Com-mander of the 15th AF, commented com-mented that "competition for this award was extremely keen and Captain Foulger's selection for this honor distinguishes dis-tinguishes him from his contemporaries. con-temporaries. The exemplary conduct and professionalism of this officer reflect great credits upon himself, his wiing and the United States Air Force." Capt Foulger Is a son of Mr. and Mrs. Howard Foulger, former residents of Cedar City, now living in Missoula, Mont. Foulger is married to the former Ilene Knell, daughter of Mr., and Mrs. Page Knell. They are the parents of four children and are now stationed station-ed at Malmstrom Air Force Base in Great Falls, Mont.
