Val Verda residents were kcd to "hear out" the new master plan that could see adoption by year's end. Js presented, given to seven ; Poups representing each area, 1 y "legories of residential, i commercial and industrial, ; Paw and open space, annexa- ''on. transportation and public facilities: RESIDENTIAL -- Impact from new developments would be controlled through an impact im-pact study concerning storm water, transportation, schools, parks, sanitary sewer and culinary water; impact fees would be assessed to be paid by the developer or residents, resi-dents, or both; "high quality" development standards would include a hillside ordinance, zoning ordinances and a subdivision subdi-vision ordinance; full street improvements would be required re-quired from developers. To maintain or improve existing ex-isting residential quality, enforcement en-forcement of existing ordinances ordi-nances for permitted uses, off-street off-street parking and home occupations occu-pations would be asked, curb, gutter and sidewalks established estab-lished on all streets and multi-family multi-family housing zones built along Orchard Drive and U.S. Highway 89. as well as in the existing R-3 zone near 4200 South and the R-2 zone near 625 West. A maximum of four dwelling units per building in any zone is also advised. --COMMERCIAL and Industrial-No new intensive commercial uses should be allowed and less intensive uses should only be allowed near existing commercial areas. That would mean down-zoning down-zoning all C-2 to C-l and limiting limit-ing commercial zoning to the area near present commercial areas on Orchard Drive and U.S. 91. -Improvement of the existing ex-isting and future commercial facilities would be required including in-cluding increased emphasis on visual quality during site plan approval, encouraging existing ex-isting commercial uses to upgrade up-grade their visual quality. Industrial In-dustrial uses are not recommended. recom-mended. -PARKS and Open Space-At Space-At least one large community park is asked, with a site east of Orchard Drive having good accessibility urged. Such a large park should include sports fields, picnic areas, boweries, tennis courts, exercise exer-cise and jogging course, children's chil-dren's play area and open space and should, if possible, be developed in conjunction with another city or schools. --Small neighborhood parks are also asked along with insuring in-suring some sort of permanent access to the mountains and Forest Service lands. In addition, addi-tion, some "sound financial and cooperative programs to implement recreational development" de-velopment" are asked. --ANNEX ATION--Due to state law, it is assumed annexation anne-xation will either eventually take the entire area or it would have to incorporate. If annexation annexa-tion occurs, it should not be allowed to disrupt existing sewer and water districts. Val Verda's identity can be kept through addressing mail to Val Verda and by annexing as a whole or at least being assured of annexation into either Bountiful or North Salt Lake. -Transportation-A county road maintenance plan should be implemented and residents encouraged to form special improvement im-provement districts for curb, gutter and sidewalk along with efforts to improve existing roads and possibly prohibit parking on some streets during some hours. PUBLIC Facilities-To improve im-prove fire response time, area fire rating and resulting insurance insur-ance premiums, Bountiful and North Salt Lake should join the South Davis fire district, a fire sub-station should be built and "91 1" emergency number service implemented. -A neighborhood surveillance surveill-ance program should be started, storm drainage system upgraded and insure proper runoff from new construction. |
