DURING A LENGTHY discussion last Tuesday Tues-day night the council agreed to adopt and try for the next nine months a revision of duties and responsibilities for the City Administrator. The revisions - and expansion of duties --almost, --almost, but not quite, spell out the same responsibilities respon-sibilities of those held by a City Manager. "I CAN'T see much difference between this proposed ordinance and the duties as outlined for a city manager," commented Councilman Dennis Lifferth. Mayor Neil L. Blackburn nodded approval. BUT THERE are some differences, according to City Attorney Keith Stahle. "And most of those differences are spelled out by statute," he said. Centerville has always had a City Administra- . tor, with Mark Palesh, the present administrator, administra-tor, being the fourth, Earlier, during the reign of Kenner Killpack, Attorney Stahle prepared an ordinance that could have changed the city's form of government to a City Manager-Council government. HOWEVER, THIS proposed ordinance was never adopted -- and the city has remained with a City Administrator form of government, the attorney explained. Presently, the City Administrator carries out the orders of the mayor and city council. He is the administrator of city affairs and office manager. man-ager. COUNCILMAN Lifferth noted that the chart of city government in Centerville places the City Administrator "out to the side," where he is not directly involved with department heads and innerworkings of the city. Mayor Blackburn explained that department heads have direct authority to the mayor and to the council members who act as liasons to the departments. SO THE COUNCIL went through the ordinance ordi-nance in detail and made three minor amendments. amend-ments. The council then approved the ordinance ordi-nance for expanded duties and responsibilities of the City Administrator by a 4-0 vote. Councilman Council-man Dennis Knoles was absent. The council also agreed to enforce the ordinance ordi-nance for the next nine months, or until June 3U, 1983, when it is to be reviewed for next fiscal year. THE PROPOSED ordinance cites the continued con-tinued growth of population and expansion of city services; a desire to promote more efficient and effective delivery of municipal services; and a desire to increase the professionalism ot city administration as reasons for the clarification clarifica-tion and added responsibilities and obligations of the City Administrator. His general duties as outlined by the revised ordinance shall include: A. BE RESPONSIBLE for the day to day operation of the city and its services, pursuant to the policies and procedures enacted by the Mayor and City Council. B . Serve as liason to the different Department heads: recorder, treasurer, justice of the peace, etc., and shall keep them informed as to all policy changes and directives of the mayor and city council through regularly scheduled staff meetings, for which he will serve as chairman. C. PREPARE plans and programs concerning the development, operation and needs of the city and submit such plans to the governing body to be approved and developed as policy. D. Set performance standards and exercise administrative control to insure that the city government is functioning in the most efficient and effective manner. E.
