If, God forbid, we allow nuclear waste to come into Utah, each load of waste material should be very heavilv taxes (or anything else coming into the state that might be hazardous and need to be cleaned up later.) We should look into changing the income in-come tax with a possibility of adding some additional brackets at the top. State contracts for building roads, etc. should have penalty clauses for poor work that needs to he re-done. . The stale should license and monitor child care facilities so thai they are safe and healthy places for children lo he. During that time I served on and chaired a number of committees. I was chairman of Social Services and Health Standing Committee (I978-X0). House Chairman of Interim Social Services Ser-vices and Health Study Committee ( 1978-80), Chairman of the Special Corrections Cor-rections Subcommittee of (1978-80), House Chairman of the Interim Judiciary Judici-ary Study Committee (1980-82). and House Chairman of the Executive and Judicial Appropriation Subcommittee (1980-82). During those years I developed de-veloped the legislative skills needed to effectively serve in the legislature. 2. As an example, most taxes im posed on business are passed on to you and I the consumer in the price of their service or product. One positive solution solu-tion is to create an atmosphere to attract new business which would help build a larger tax base. 3. To protect the health, safety and welfare wel-fare of the child using their services, child care providers should be regulated reg-ulated by the state. In some cases, as an example, where a mother is receiving assistance from the state day care could be provided while the mother received re-ceived job training and to assist her while she becomes "self sustaining." I have served already for five years in the Utah State Legislature. 1 believe that an examination of my record there is the best evidence of my qualifications. qualifica-tions. Child care is important. I supported recent funding increases for child care of welfare mothers. My chief qualifications are that I'm a hard worker. I stand on principles, and I'm a believer in government as described de-scribed in the Constitution of the United Un-ited States. These being the guidelines of my performance of duty. 1 must govern gov-ern as mandated by the Constitution, and govern justly for all citizens of Davis County. 2. What should the role of the county be in coordinating with cities for emergency preparedness including planning and cimplementation? The County should be involved; however, municipalities should be disincorporated dis-incorporated and should all be handled by the county. Government at the county level should be the lowest government gov-ernment entity, with community in volvement, handling all things on a local loc-al basis. 3. How would you propose to handle long range garbage and solid waste disposal dis-posal in Davis County? I would continue wilh the present system as il is now in force. Let the ciliens dispose of their combustible garage in their own incinerator, which would handle a majority of lhe garbage; the rest could go lo HARD on a farm-out farm-out basis, rather than having it handled by the cities. I'm a political and fiscal conservative. conserva-tive. 1 believe that because the last ten years have seen taxes for county government, gov-ernment, not including schools or the flood bond, go from 1.8 million lo 7.6 million dollars-the main priority is to gel county spending under control. With my educational and work background, back-ground, my attendance at this year's commission meetings and my ability to learn quickly. 1 can help provide the necessary control. 2. W hat should the role of the county be in coordinating with cities for emergency preparedness including planning and implementation? Because the communication facilities facili-ties are centralized in the Sheriffs department, de-partment, the county must act as the agency to see that essential action is taken, and that emergency efforts are not duplicated. The commissioners should be commended for placing lhe emergency services function under the control of the Sheriff. 3. How would you propose to handle long range garbage and solid waste disposal dis-posal in Davis County? There is no final answer to this question ques-tion yet. But. I believe it is a mistake to proceed with a special service district when the three largest cities representing represent-ing over half the population have chosen not to participate or to proceed with a burn plant without adequate garbage gar-bage to make it cost effective. With new studies showing extended life for the BARD, it would be wise to continue with separate north and south county efforts and investigate new techologies to handle NDRD first. Planning and Economic Development Director and County Commissioner. A former City Councilman. I understand city government. As Director of several state agencies. The county is responsible responsi-ble for the unincorporated area and serves as coordinator between the cities and the state. The state coordinates coordin-ates county effort and Federal Agency assistance. Davis County serves as communications center and orchestrates orches-trates backup support between all agencies. The county-wide plan, carefully care-fully prepared as a multi-agency, city-county city-county effort, defines the role of each agency and the private sector. This includes in-cludes the volunteer manpower effort of each neighborhood. 3. How would you propose to handle long range garbage and solid waste disposal dis-posal in Davis County? The solid waste special service district dis-trict recently created by the County Commission and joined by twelve of fifteen Davis County communities is the correct avenue to solve this problem. prob-lem. I am well qualified, dealing with people and with goals and budgets. Budgets are something you set and then seem to have forgotten. I am a concerned cilyizen and property owner in Davis County. I believe strongly in the Declaration De-claration of Independence and the Constitution Con-stitution of the United States of America Amer-ica and the Constitution of the State of Utah. 2. We have tried to provide pro-vide registration access to all county residents by placing by-mail forms in most public offices, and by sending registration reg-istration agents to nursing homes. I have worked in the education educa-tion department at Weber State College and as a curriculum specialist for the Job Corps. For the past 1 1 years I have worked in various positions in the curriculum cur-riculum dept. of the LDS Church. I have a Master's degree in public administration admi-nistration with this background and currently having six children in the public schools. I can meet the challenges chal-lenges facing the school board and will make wise and efficient decisions. 2. How do you feel about year round schools? I like the concept of year-round schools. However, the overall impact and cost-benefit analysis provided by other districts should be carefully evaluated eva-luated before implementing year-round schools in Davis County. The educational educa-tional benefit, especially in lower grades, should have a positive effect on knowledge retention, motivation for learning and overall academic achievement. achieve-ment. 3. A multiple-rating system for teachers should be implemented. Students, Stu-dents, parents, peers, administrators and the teacher should provide input to an overall rating. Those teachers with the higher ratings should have an opportunity to receive a larger percentage percen-tage increase. One suggestion that should be explored ex-plored is to pay teachers according to the number of students they effectively teach. RAY BRISCOE District 1 1. I've had years of educational experience experi-ence as a teacher, professor, teacher trainer and educational researcher. I've learned both the theory and practical prac-tical politics of education from the classroom clas-sroom clear through to the administra tion of university. My greater qualification is that I believe be-lieve in people and feel strongly that they know when schools are what they ought to be and when they are not. I intend to open the door further so their voice will be heard. 2. How do you feel about year round schools? . I believe the public has a right to decide which school schedule their chiMren have. I would prefer that schools be funded to send children to school 210 instead of 180 days a year. We lose too much of what we've taught when children are on vacation for three months in the summer. It will be important impor-tant that all children in a family be on the same schedule. 3. Career ladders though underfunded, are a good idea. Remember in practice, the program is less than 60 days old. It is designed to purchase ideas as well as service. Individual school's joint staff study committees decide how to spend much of the money. I'm convinced if fully funded by the legislature it will be used more in the future for ideas of quality than for time spent.
