The property owners' portion of the total estimated cost of the improvements may be financed during the construction period by the use of interim warrants. The interest on said warrants will be assessed to the property owners. The estimated cost to be assessed against the properties within the District shall be assessed on a combination acreage-frontage acreage-frontage basis as follows: Rate 1 - Undeveloped or Agricultural Land of 5 acres or more (Including those lands proposed for development). a. 50 of cost assessed proportional to acreage Estimated cost: $648 per acre. b. 50 of cost assessed proportional to frontage on the realigned Old Ranch Road Estimated cost: $40 per front foot. Rate 2 - Subdivided Land (Including all parcels with less than 5 acres). Cost of improvements shall be assessed on an acreage basis of $1,984 per acre. Assessments and Levy of Taxes It is the intention of the Board of County Commissioners Com-missioners of Summit County, Utah to levy assessments as provided by the laws of Utah on all parcels and lots of real property within the District. The purpose of the assessment and levy is to pay those costs of the subject improvements which the County will not assume and pay. The method of assessment shall be by frontage and by area as set forth hereinabove. The assessments may be paid by property owners in not more than ten (10) annual installments installmen-ts with interest on the unpaid un-paid balance at a rate or rates fixed by the Board of County Commissioners, or the whole or any part of the assessment may be paid without interest within fifteen (15) days after af-ter the ordinance levying the assessment becomes effective. The assessments assess-ments shall be levied according ac-cording to the benefits to be derived by each property prop-erty within the District.
