Counsel tried lo learn if the advance was contemplated neforo the wago increase became a fact, but Mr. Daly would not admit it. Replying to a question bow the railroads had fixed tbe amount of increase to be borne by each class of freight, Mr. Daly said the railroads needed more money and apportioned ' their needs lo the different class of freight as seemed best. |
