Show SUSTAIN THE MAYOR'S VETO It required a two-thirds majority vote tOspass a measure over the mayor's may-or's veto, and there being only five votes against tbo mayor as against three in his favor at tho council meeting meet-ing last evening, the veto on the Increased In-creased salary ordinaco for the .benefit .ben-efit of patrolmen, was sustained. The vote was as follows: For the veto Councilmen Browning. Brown-ing. Barker and Peery. Against the veto Councilmen Fly-gare, Fly-gare, Humpbrls, Larson, Wilson, Austin. Aus-tin. Councilmen Dana and Dickson were silent The mayor's veto follows: "To the Honorable President and Members of. the City Council, Og-den, Og-den, Utah. "Gentlemen: I return herewith the ordinance passed by your honorable honor-able body, at.the last meeting. Increas-Ing Increas-Ing the salary of the policemen of Ogden City, without my approval, or the reasons: "That under tho constitution and the lawa of the State of Utah the salaries of an aptolntlve officer cannot can-not bo Increased or decreased during th term for which the appointment has been made. "In case of cities the law prescribes that the appointment shall continue during the term from which the appointing ap-pointing power Is elected. Thorefoie, tho Increase could not apply to those who are now serving as policemen until after the present term of the city has expired. 1 "For the further reason, that the city's floating debt la so larco that ordinary good judgment ' should prohibit- any person, having the good interests of tho city at heart, to withhold with-hold the Increasing of salaries until provisions have been made for the large floating debt. "I wish to rail the Council's attention atten-tion to the fact that the members of the City Council are treading on dangerous dan-gerous ground -.when they knowlnul v increase the city'B expenditures, and tho councilmen knowing all the time that the income will not bo sufficient to meet tho expenditures. "Also that whenever the warrants outstanding exceed the Income of the cltv the1 warrants will be illegal and can be set aide hy the courts. "I sound this warning at this lime, ss I hare on several previous occasions, occa-sions, the members of the City Council Coun-cil must assume the entlro responsibility responsi-bility of the Increase af salaries and expenditures while the Income of the city does not permit of an Increase without leaving-an unlawful debt at the end of the year.
