Jan. 31 Winston Churchill, Church-ill, secretary of state for war, outlining outlin-ing thc rc-organizatlon of the territorial terri-torial forces, said they would bo organized or-ganized in a territorial army comprising compris-ing li organizations approximating as closely as possible the regular army divisional makeup. Mr. Churchill declared territorials would not bo sent to foreign war theatres the-atres unless they volunteered for this service and unless parliament author-ized author-ized it and the reserves had been called upon.
