Peace and war stocks were higher for the most part at the active resumption of trading trad-ing today, shippings and rails continuing continu-ing to feature the advance at gains of 1 to 3 points. Dividend paying transportations trans-portations were again favored and some of the minor rails added fractions frac-tions to recent advances. Baldwin Locomotive, Lo-comotive, Industrial Alcohol and Mexican Mexi-can Petroleum were strong at the outset, out-set, the latter, however, immediately forfeiting its two point advance. Metals were irregular although American Smelting displayed marked strength. United States Steel made a slight Initial gain but soon reacted under pressure. Ralls, shippings, equipments and oils continued to feature the trading of the morning. Early gains were irregularly increased, Mexican Petroleum rallying 5 points. Improvement was only temporary, tem-porary, however, prices breaking sharply before noon on heavy selling which started with United States Steel and effected reversals of 1 to almost 3 points in other leaders. Mexican Petroleum Pe-troleum added to the confusion of that period with a sheer decline of 13 points. The set-back was ascribed to prospects pros-pects of tighter money and tho tone of the German chancellor's speech.. Announcement that the local money pool was considering the advisability of restraining speculative operations caused further selling at midday. Southern Pacific made an extreme decline de-cline of 5 points and other rails and industrials yielded 2 to 3 points. LIBERTY BONDS. NEW YORK, Oct. 23.
