Maximilian says Germany will issue a call for national dofense. Germany has been issuing those calls ever since tho beginning of tho war. The kaiser at Essen implored his people to rally to his support. Tho empire has put forth its mightiest efforts and this loud talk will disturb no one outside Germany. Ger-many. By this we do not mean to say the kaiser's forces aro not formidable today. to-day. They aro and they must not be considered lightly. Tho allies must go on, planning and preparing for a tremendous blow with which to destroy de-stroy the power of the German to resist, re-sist, for while Germany remains free from an invasion and is possessed of the military spirit, the allies must proceed pro-ceed with their hammering at the i doors of brass in tho citadel of super- i conceit.
