WASHINGTON, Dec. 25.-Evldenco has been uncovered by government agents indicating that American Industrial In-dustrial Workers of the World, Russian Rus-sian Bolsheviki, Irish agitators and revolutionists in various countries at war with Germany may be seeking to lay the foundation of an elaborate world-wide plan to overthrow existing social orders. This was admitted today by officials here In connection with news of tho discovery of a quantity of rifles, revolvers revol-vers and ammunition in the Russian freighter Shilka, which has just arriv- u at l jl-uului; puit, iiiunneu Dy a .Bolsheviki .Bol-sheviki crew. Government agents suspect sus-pect that the guns and-munltlons were intended for the Industrial Workers of the World In this country, although it was said a full report on the mysterious myster-ious carg has not yet been forwarded by officials at tho port of arrival. Tho Shilka incident is only one of many cases leading officials to believe tho connection between plotters in several of tho allied countries may be more tangible than tho indefinite link of moral sympathy. Certain Irish agitators agi-tators and I. W. W. leaders recently have gone from the United States to Russia, after being in close touch with each othor here, and reports have been received that Bolsheviki organizers would como to America before long to spread their doctrine of direct action for connrmnal organization. Broad Judgment. No objection will be raised by the government to any agitation which does not interfere with the progress of the war, officials declare. Officials do not intend to use tho war exigencies as an excuse for suppressing free speech, except in so far as it leads to hampering hamper-ing the government in the fight against the central powers. This basis of judgment, judg-ment, however, is recognized as broad, and will permit drastic action against foreign agents whose conduct directly or indirectly fosters Germany's war aims. Action will be particularly swift, officials of-ficials say, when armed resistance to tho law is threatened and when other material forces are employed by the agitators. There still are means of importing money Into the United States, but government gov-ernment agents can trace remittances and keep a watchful eye on suspicious expenditures. Menace is Strong. Although prosecution of I. W. W. leaders recently has been vigorous, officials of-ficials have evidence which they claim shows that the menace of this organization, organ-ization, believed to be supported largely large-ly by German money, remains stronxr. Further action against the agitators is forecast. This will be hastened if it is found that the band is working with Russin Bolsheviki leaders to bring about a premature peace in Germany's interests or. to hamper America at home. Extreme care Is being taken by this government to avoid antagonizing the Bolsheviki movement in Russia, despite de-spite the international irritations it has caused. American officials do not care to appear to resist the development develop-ment of democratic ideals, even if it assumes the form of extreme and chaotic cha-otic socialism reported in Russia under the new regime.
