In recognition of tho strain under which Mr. Frost has worked for nearly three years, Secretary Lansing has decided de-cided to bring him to Washington, whore he probably will bo assigned to work in the stato department. His successor has not been selected, but It is expected it will bo either Charles M. Hathaway Jr., now at Hull, or Homer M. Byington, at Leeds. Consul Frost has gathered and forwarded for-warded information on a majority of tho shipping outrages which formed the basis on which this government finally mado its declaration of war. |
