Show NEW SITUATION Last Declaration of War Met With Resignation by the People. CITY HAS MYSTERY Rumanian Minister Disappears and Legation Besieged by , Countrymen in General Capital. Berlin, Aug. 28 (midnight, via London, Lon-don, Aug. 29, 11 a. m.) The people of Berlin received with remarkable calmness and resignation the announcement an-nouncement of Rumania's declaration declara-tion of war against Austria-Hungary and Germany's step in recalling its minister to Bucharest and declaring that a state of war existed between the two countries. The situation was discussed tonight in all the cafes with the feeling that one more or less makes no difference. The announcement announce-ment In the German official report that Rumanians had been taken prisoner pris-oner was greeted with general satisfaction, satis-faction, some of the evening papers pointing out that tho central powers were not sleeping as the public might have thought Meanwhile Berlin has a little Rumanian Ru-manian mystery of its own. Thus far it has been impossible to locate Dr. Belglman. the Rumanian minister. It was stated yesterday that he was at his home in a watering place, but inquiry showed that he was not there and had not been there At tho Rumanian Ru-manian legation tonight, it was stated, that the minister would bo In evidence evi-dence tomorrow morning. Since early morning the Rumanian consulate and legation have been besieged be-sieged by Rumanian residents of Berlin Ber-lin to whom the declaration of war came like a bomb out of a blue sky, no warning of any sort having reached reach-ed them. Rumanians crowding the legation spoke bitterly of their government govern-ment for thus leavlug them in the dark but realized this was done to conceal the Intentions of the Rumanian Ruma-nian government.
