SERBIA DESTROYED Rumanians Suffer Oppression in Hungary Assurances of Central Powers Unfulfilled. Bucharest, Aug. 28. Via Petrograd and London, Aug. 29, 12:45 p. m. The cause which led Rumania to declare de-clare war on Austria-Hungary aro set forth in a note to Count Czernln, the Austro-Hungarian minister to Rumanian Ru-manian crown council at which it was decided to declare war. Summarized, the reasons given are: The Triple Alliance to which Rumania Ru-mania waa a party was broken when Italy declared war against Austria-Hungary. Austria-Hungary. Austria-Hungary threatens the Interests Inter-ests and national aspirations of Rumania. Ru-mania. Destruction of Serbia. Austria-Hungary's assurances that it was not inspired by a spirit of conquest or territorial gains, in attacking at-tacking Serbia have not been fulfilled. Rumania was confronted with territorial terri-torial and political changes menacing her future. Rumanians in Hungary suffered oppression, op-pression, arousing a continual state of animosity between the peoples of the two nations. Rumania decided to hasten the end of the war, safeguard her racial interests in-terests and realize her national unity. The note, after defining the purpose of the Triple Alliance as constituted before the war and declaring thnt this alliance no longer existed after Italy declared war on Austria-Hungary, read as follows: "Rumania remained in the peace group of states, seeking to work in agreement In order to assure peace and to conserve the situation de facto and de jure created by treaties. "Rumania then found herself in the presence of powers making war for the -sole purpose of transferring from top to bottom the old arrangements which had served as a basis for their treaty of alliance. These changes were, for Rumania, proof that the object ob-ject she pursued in joining the Triple Alliance no longer could bo attained and that she must direct her efforts in new paths, especially as the work undertaken by Austria-Hungary threatened the intorests of Rumania and her national aspirations. Consequently Con-sequently Rumania resumed her liberty liber-ty of action. "The neutrality which Rumania imposed im-posed upon herself in consequence of a declaration of war made independently independ-ently of its will and contrary to its interests, has been adopted as the result re-sult of the assurances of ustria-Hun-gary in declaring war against Serbia was not inspired by a spirit of conquest con-quest or territorial gains.. These assurances as-surances have not been realized. Facing Grave Menace. At the outbreak of the war, Austria-Hungary made no effect to ameliorate these conditions.
