The reply re-ply of th- British government to President Pres-ident Wilson's protest against inter ference with American shipping is widely commented upon in the French press. All consider the reply moderate and conciliatory and express confidence confi-dence that a satisfactory arrangement will be arrived at. 2 In writing to the Figaro on the sub- I ject, Gabriel Hanotaux, former min ister of foreign affairs says: t "The good faith of both sides belnr? beyond doubt, the British note appears ap-pears to me to furnish a basis of agreement, the result oi which will be helped by a realization that neutral commerce benefits very largely by the necessities of the belligerents and should therefore show itself disposed to submit to Inconvenience. "A clear, frank discussion of the matter is a hundred times better than 1 1 smoldering discontent."
