The reply re-ply of th- British government to President Pres-ident Wilson's protest against inter ference with American shipping is widely commented upon in the French press. All consider the reply moderate and conciliatory and express confidence confi-dence that a satisfactory arrangement will be arrived at. 2 In writing to the Figaro on the sub- I ject, Gabriel Hanotaux, former min ister of foreign affairs says: t "The good faith of both sides belnr? beyond doubt, the British note appears ap-pears to me to furnish a basis of agreement, the result oi which will be helped by a realization that neutral commerce benefits very largely by the necessities of the belligerents and should therefore show itself disposed to submit to Inconvenience.
