Show Juvenile Detention Center Reviewed by Commission "This is the kind of job I'd like to do for nothing," said Joseph Miner who runs the county's Juvenile Detention Center. Miner spoke with Iron County Commissioners at their meeting last week about his concerns with the center and the discussion raised several questions. Miner said that he needs a certain wage to support his family and that he had hear rumors that the county was considering replacing hime. He ahd formerly worked as a jailer at the Iron County jail and said that he now averages 200 hours per month at the center and is usually on call seven days a week. County Clerk Clair Hulet said that the state while it adminsters, licenses, and supervises the program will only share 40 percent of the costs. , He said that Iron : County's Juvenile petentjn Center 'is 'one 'of 'trie most costly of such programs jn the state. Commissioner Grant Seaman saidif the state has such rigid rules it ought to pay at least 50 percent." Commissioner James Clark suggested that the county speak with the state's representatives to try to get more support. ' Miner pointed out that the number of children in the center has "tripled". He thought that the position was definitely full time. . Miner and County Attorney At-torney James Shumate will meet to arrange an agreement which will concern salary and substitute sub-stitute help arrangements. A discussion arose concerning con-cerning just how long youths are supposed to be held in the center. Miner said that it was 48 hours and that the sheriff was supposed to transfer juveniles to Salt Lake City after that time. He said that sometimes it is necessary to keep the juveniles longer "because of bureaucracy". He said that it had taken about eight days, for arrangements to be made to return a runaway to Los Angeles. Miner is also concerned that the youths aren't,. I working for their expenses I saying,"! think they should be expected to get up in the morning and work for the county." Shumate was concerned over the county's liability if the juveniles worked but will discuss the problem with Judge Wilson. He said, "The county is legally placed in the position of parents when juveniles are in our care but the county is responsible for things which a parent would not be." |
