Default in the payment of any installment of principal or interest when due shall cause the whole of the unpaid principal and interest to become be-come due and payable 1m- -mediately, and the whole amount of the unpaid principal princi-pal shall thereafter draw interest in-terest at the rate of 10 per annum until paid, but at any time prior to the date of sale or foreclosure the owner may pay the amount of all unpaid installments past due, with interest at the rate of 10 per annum to date of payment on the delinquent, installments, and all approved costs, and shall thereupon be restored to the right thereafter to pay in installments in the same manner man-ner as if default had not occurred. oc-curred. The City Council of Cedar City, Utah does hereby here-by create a special improve-ment improve-ment guaranty fund and shall at the time of each annual appropriation ordinance, so long as any special improvement improve-ment district bonds of Cedar City remain outstanding, provide pro-vide for the levying of a tax of one mill in each year to create a fund for the purpose of guaranteeing to the extent of such fund the payment of special improvement bonds and interest thereon issued against local improvement districts di-stricts for the payment of lo- sewer lines and other appurtenant appur-tenant works, and to remove trees and other non-conforming improvements, to purchase condemn or otherwise acquire any property in order to make such improvements and to excavate, ex-cavate, fill, grade, drain, and do all other miscellaneous work necessary to complete the improvements in a proper workmanlike manner and such other necessary construction construc-tion incidental thereto adjacent adja-cent to the said property and abuting and fronting upon the following streets within the boundaries of Special Improvement Im-provement District No. 1 in Cedar City, Utah, to wit: Sanitary Sewer Lines: Mani street South from 300 West access to Clement Neilson, north. property line, -. (10") sewer line. Spruce Street -- Main Street south to Green Street (8") sewer line. Fir Street . - Main Street south to existing city limits (8") sewer line. Said assessments are hereby here-by levied and assessed upon each of the blocks, lots, parts of blocks and lots, tracts or parcels of real property described de-scribed in the said assessment list according to the extent that they front or abut on or are adjacent to the streets albove mentioned and are specially benefited by the improvements thereon. Said assessments are levied at equal and uniform rates to the full depth of each parcel of real property as Included in the District. An allowance on said assessments has ' been made for corner lots so that they are not assessed at full rate on both streets. The total- cost of the improvements im-provements in said special improvement district is $45,-797.97 $45,-797.97 of which total cost the City's portion is $15,091.14. which portion includes that part of the overhead costs for Which an assessment cannot be levied, if any, and the cost of making improvements for the benefit of property against again-st which an assessment may not be levied If any.
