The study has been underway under-way for approximately nine months and in keeping with q policy approved by Governor Govern-or Calvin L. Rampton to establish es-tablish a pilot program in re-gionalization re-gionalization of certain services serv-ices provided through both state and federal funding. Governor Rampton met with the committee in an afternoon session to discuss the proposed pro-posed program. He told committee com-mittee members and the executive exec-utive members of the Five-County Five-County Organization that he was interested in a program that would render Social Services Serv-ices to the people in an efficient effic-ient and economical manner to the people. He stressed the importance of maintaining control of the program through elective officials of-ficials who are responsible to the voters and not through a "committee in the sky" . organization or-ganization appointed by- either eith-er he or the Five County Organization. The Governor also stressed the importance of immediacy indicating that he would like to have the regional organization organi-zation functioning at least six months prior to the convening i of the State Legislature in I January 1973. Senator Leavitt pointed out that the program planning to this point sets up only the basic outline of the proposed organizational structure with details to be worked out by the steering committee, of the new Governance board. The steering committee is proposed to consist of 15 members including the chairman chair-man of each county commission, commis-sion, a mayor of a city within each county and the chairman of the Board of Education from each county. Additionally , state legislators legisla-tors within the Five County area and presidents of Dixie College and Southern Utah State College would serve as ex-officio members of the committee. |
