BECAUSE THE STREET is closed to all but emergency traffic in the evenings, the tourists spill onto the asphalt from the bumpy, aging sidewalks. Many of them carry glasses shaped like the chimney of a hurricane lamp. These are testimony to the drawing power of Pat OBriens Bar, St. Peter and Bourbon, just next door to the famed Preservation Hall, where the elderly musicians who created Dixieland show they still do it best. The bar serves a kayo cocktail called Hurricane Punch in that g glass that the buyer can keep. John Bender, the citys public information officer, says the bar claims to sell more liquor retail than any other bar in the world, not surprising in view of liquor laws that let you buy drinks round the clock. Dressed in early 19th century petticoats and breeches, they alternately pick instruments from a collection that includes a lap harp, mandolin, banjo, fiddle, Jews harp and guitar and serenade the crowd with soft folk songs.
