The report, analyzing data from the National Cancer Institute, stated that cancer incidence rates had increased about 10 percent between 1970 and 1976 after having been relatively constant for the previous 30 years. Origins of Cancers However, the report noted that many recent cancers could have had their origin in events that took place 20 or 30 years ago. The panel, headed by Gus Speth, chairman of the Council on Environmental Quality, took a cautious rather than an alarmist approach. Studies of the cancers related to occupational exposures, which have Itoen a principal source of human evidence about carcinogens in the environment, underscore the complexity of assigning causes to the genesis of cancer, the committee said.
