The action says the reductions have endangered their financial solvency and ability to provide patient care. The suit seeks to have the reductions declared void and claim they violate their constitutional rights. Medicaid is a program of health services for the needy under which each state must submit a plan for federal approval. The Utah Nursing Home Association, one of the plaintiffs, contends the state changed the plan last fall to reduce the money paid the homes without federal approval.
