He said he is afraid the other entities en-tities decided what they were going to do, then came to Naples to ask if they want to be a part of it. Even so, McCar-rell McCar-rell said too many good programs go down the drain because no one really knows what they are about. He said Naples should not turn this down until un-til they know what they are turning down. The proposed recreation district is only one of three plans a committee to study coordinating recreation efforts offered to the Vernal City Counc.il-Uintah Counc.il-Uintah County Commission May 8. The other two involve leaving the recreation status-quo, which means Vernal City would continue to bear the brunt of the effort. The other alternative alter-native proposed was to make a county coun-ty recreation program and the county coun-ty be responsible for the entire thing. Pam Beyers, Vernal City recreation director, said the recreation district seems to make the most sense and be the best of the three alternatives. There seems to be some confusion as to how the recreation district will be created, if indeed that decision is made. The district, should it be created, would be a taxing entity, but only after consent of voters. Apparently Apparent-ly a taxing entity of this nature cannot be created without a public vote. Uintah County Attorney Mark Nash has not yet been contacted by the county coun-ty commission to study exactly how a district of this nature is created. Nash said he will need to research the entire situation before he will be able to know the specifics of "how a recreation district can be formed. Apparently the Utah Code relating to such districts is very complex and involved. Ms. Beyers said even though the district would be a taxing entity, taxes would not be raised. Once the district is established, the other entities now-charging now-charging for recreation will no longer need to. The mills the new recreation district will levy will actually be deducted from taxes now being levied by Vernal City, Uintah County, and the Uintah County School District. Ms. Beyers also said the services will be much better for the same amount of money spent, since programs will be coordinated. As originally proposed, the recreation recrea-tion district would be comprised of five members. One member would be appointed ap-pointed by Naples, one from Vernal and one from Ballard. The other two would be elected positions. This would allow discussion among the entities and have two outside interests involved involv-ed as well. This is a tentative suggestion, sugges-tion, and many changes may come up along the way. Ms. Beyers said the only on-ly thing the committee is interested in is providing the best recreational programs pro-grams for the tax money spent. |
