Deciding on the size of the water lines and where they should go to serve the most people was the reason for drawing up a master plan for the valley. The master plan has been drawn up but the problem is that the fringe area will have to show growth before it is feasible to build new water lines to these areas; then the question arises, the valley can't expand for growth without new water lines. And this starts off another water dispute. An even more serious problem than water is the present condition of the Vernal City sewer system. The system is inadequate and is being pushed beyond its capacity. It has been nearly a year since an agreement was signed to obtain an EPA sewer system grant for over $5 million, but still no pipe has gone into the ground for the project. We don't know how much longer the present sewer system can stand the overload, but we have been told that something must be done soon. Engineers have been working on the sewer system plan and we hope these plans can be accepted and implemented im-plemented soon. We are in favor of following the master plan for water and sewer development on a valley-wide basis with one lead organization, with representation from other areas of the valley, operating the system. Maybe this is too much to expect right now, but maybe someday we can get individual groups to work in unity. We would like to take this opportunity to wish everyone a very Merry Christmas.
