C, says: Differences of opinion appear to exist between the President and his Secretary of the Navy on the subject of r.aval extension. The President has been urging the necessity for a big navy and pushed his views at times to a point where he could not get Congress Con-gress to follow him. Secretary Bonaparte is opposed. The Secretary has decided to turn down the recommendation of the general board of which Admiral Dewey Is president for the construction of three new battleships. bat-tleships.
