Viscount Ishii, newly appointed Japanese ambassador ambas-sador to the United States, cabled the chamber of commerce of this city that he would be unable to attend entertainments entertain-ments on his arrival, as urgent business would call him to Washington as soon u he steps foot on American soil, ft was announced today. The cable was from Tokio in answer to a message asking if the viscount would be able to attend affairs af-fairs held in his honor if he arrived at this port.
