CONGRESS CONVENES; MARTIAL LAW ENDS GUATEMALA CITY, Monday, March 4. Congress assembled today, and martial mar-tial law, which has been in effect here since the disastrous earthquake of last December, was suspended for the period of the session. President Cabrera, In his annual message, recommended the construction con-struction of a modern city on the site of the ruined capital, with suspension of taxes for live years and admission of building materials free of duty. He congratulated con-gratulated the country on tho small loss of life, and thanked the American government, gov-ernment, the Red Cross and the neighboring neigh-boring countries from whieh assistance was received. The sessions of congress j are being held in the military academy.
