An item of interest in tho budget was the acceptance of a provision to provide, funds for "mining for water" on tho '(!" campus. Tho university has; needed need-ed a greater supply of water for years, and numerous etforts have been made to enlarge the present service. It was explained that wdiile there has been decreases in certain cer-tain departments, tho loss in attendance attend-ance has been counterbalanced by increases in-creases in other departments, and this fart pointed to a healthy growth. Promotions Are Made. Throe assistant professors were yesterday yester-day raised in rank. AValter A. Kerr, A. K Mathews and B. Koland Lewis will henceforth hold positions of associate profossors. Many other changes were made in the faculty, most of which have already been announced, but until yesterday yes-terday were not confirmed by the board. The appointment of Dr. George Thomas to tho position of debating instructor was confirmed, and also tho recommendation recommen-dation that he be given the position of professor of economics, which was formerly form-erly held by Professor Beal. Leave of absence was granted to Dr. Leo Marshall, Mar-shall, who has gone into the medical branch of the navy, and J. R. Griffiths was appointed temporary head of the physical education department. The selection se-lection of Dr. Roy CJrocsbeck to carry on tho medical work at the institution which was formerly done by Dr. Marshall, Mar-shall, was approved. Resignations from the following instructors in-structors and professors were accepted: (ieorgo Flemming, of tho department of public speaking; Professor R. B. Ketch- iiin, ot the engineering department; Cieorge A. Stockton, of the cadet bat-. bat-. talion; S. S. Smith, of the mathematical department; J. Percy Goddard, of the school of commerce and finance; Fred W. Sachs, of the modern language department, de-partment, and Belle Clemona of the training school. G. O Russell, at present instructor at Columbia university, was appointed as- i sistant professor of Spanish, beginning next year. T. M. "Fitzpatrick was formal! for-mal! v appointed athletic coach; Howard K. Baldwin to teach Professor Ketch-urn's Ketch-urn's classes and to conduct the summer survey work; Jenuio Cosgrove, instruct- tor in typewriting, and Mrs. Louise Arnoldsoii, in social customs. Assistant Professor E. W. Pehrson was granted a leave of absence of one more year. At present Professor Pehrson Pehr-son is on the teaching staff of the University Uni-versity of California.. It was announced that A. L. Taylor, instructor in mechanic me-chanic arts, who is on leave of absence, would return to the university next fall. Department Established. The board decided to establish a department de-partment of public health and preventive preven-tive medicine at the university next vear. This department will carrv on in vestigation, and will conduct a campaign cam-paign of public education through the extension department of tho school. Two bureaus will be established. One -will deal with the health of children and the other with the health of adults. This new department is in line with the latest movement in universities, and is expected ex-pected to open a wide field of service in tho community. Harvard university has recently established a similar department, de-partment, and now grants the degree ot doctor of public health. A manager and auditor of student activities ac-tivities will be appointed next year, who will be connected with the secretary's secre-tary's office at the university. This is regarded as a big step in the direction ot the proper management of the funds of the students. The regents also decided de-cided to create the position of professor of accounting. It was reported at the meeting yester-dav yester-dav that the university girls have made, inspected and sent away 16,222 articles ot Ked Cross work, a figure which is reuarded as very remarkable. The arti-clues arti-clues includes sweaters, scarfs, bandages band-ages and surgical dressings. Lectures on food conservation will be continued and increased in number. The board decided to send copies of this year's edition of the Utonian, the university annual, to all "T,J men in service. The books will be obtained at cost from the I'tonian management.
