Show FOLK WILL ATTEMPT TO COMPEL ANSWERS Plans to Bring Action Against New Haven Witnesses in District of Columbia Court. WASHINGTON, April J. Joseph W. Folk, chief counsel of tho interstate commerce commission, expects to bogin early next week in the suprome court of the District of Columbia, proceedings to compel witnesses in tho iew Haven railroad investigation to answer questions ques-tions concerning tho operations of tho Billard company. If it should bo necessary to take similar sim-ilar steps to compel the "production of the books and records of the Billard company another proceeding probably would b'e started, according to Mr. Folk, at New Haven, Conn., as that is the sent of the concern. As to the witnesses, howevor, tho situation sit-uation is different. Tho' aro under sub-pena sub-pena to appear hero and did actually appear, ana their refusal to testify was mado here. It is hold, therefore, that! they fall within the jurisdiction of the district court. In the proceeding?! to be started against the Billard company, tho several recalci-trant recalci-trant witnesses pfcfuimably connected with tho Billard company, the New York, Now Haven & Hartford Ruilroad company and the latter 's subsidiary, the New England Navigation company, will be made defendants, though the rail-road rail-road and the navigation company havo flH expressed a desire to comply with tho commission's orders and to co-operate with it in every way in obtaining the information it desires.
