Compulsory adoption of interstate railroads of the block signal system is the most important import-ant recommendation of tho block signal and train control board today in its final report to the interstate commerce commission. Special attention was paid to devices for the automotic stopping of trains. "The development of the automatic train Btope' says the report, "has proceeded far enough to warraut the expectation that by its use greater safety can be secured in the operation of trains. Railroads should be given to understand that tho automatic train' stoo must be developed by them as rapidly as possible.' 5 The board also recommends that rail, road tracks be properly inclosed and laws against trespassing be enforced. It also says there should be more complete com-plete co-operation of the state and federal fed-eral governments on the one hand and railroad conip'auics on the other, to bring about more stable conditions throughout the entire country; piecemeal piece-meal legislation could be brought together to-gether and harmonized into general enactments, en-actments, comprehensive in character and based on tho best standards of practice, and that the enforcement of this general legislation be intmstcd to a body having powors similar in char-actor char-actor to those administered by the railway- department of the British board of trade, i |
