When the general gen-eral rules committee on football meets the following changes in tho present football rules will be brought up for consideration: Among the suggestions adopted which will be sent to the general rules committee commit-tee Is one that a fifteen-yard penalty be substituted for the loss of the ball when a forward pass hits the ground. A majority favored tho abolition of the live-yard rule . from center In the forward for-ward pass. Favored allowing two forward passes In one scrimmage if the Held did not cross the line of scrimmage. Opposed to increasing the number of downs In ton yards. Favored giving linemen tho privilege of exchanging with the backs, provided that such a shift will not produce mass plays. Favored the abolition of the rule prohibiting pro-hibiting tackling below the knees. Favored kecnng the five men on the side line back three yards from the gridiron. grid-iron. Favored Increasing tho time of plav to thirty-five-minute halves and that time be taken out for distance penalties. Favored abolishing the second umpires. Favored clauses clarifying under what conditions a man could recover the forward for-ward pass. Favored a ruling definitely protecting the man catching a punt. Voted that in further legislation the referee be given control of the condition and progress of the hall and tho umpire um-pire the players. |
