recording secretary I E DIehl corresponding secretary D P Felt treasurer E G Rognon historian histori-an N B Dresser Secretary I E Diehl then made an I 1 interesting annual report In which he said that there were twentylive members mem-bers last year and thirtytwo now representing rep-resenting twentyfive Utah newspapers The excursion to Castilla Springs and the enjoyable outing at Saltalr as guests of tho beach management were reported as having been successes For florae months the secretary had been investigating in-vestigating the scheme of a Paris exposition ex-position trip under the auspices of the Utah Press association and finds the lip can be made for 250 per personA person-A building has been erected at the exposition ex-position for newspaper men and the usual courtesies will be extended to vlaWnr members of the craft To secure se-cure steamer accommodations arrangements should be made at meats once rents WANT NATIONAL CONVENTION Tho secretary referred to tho advisability advisa-bility of Inviting the National Editorial convention to meet in Salt Lake City next year I was estimated that through the last meeting held at Portland Port-land Oregon received free advertisements advertise-ments which measured by the column would extend for six miles and was considered worth 400000 to the State Only 3000 would pay for satisfactory entertainment although Oregon raised 10000 the entertainment Including lake and mining trips Mr Diehl while at St Louis a few weeks since found a strong sentiment there In favor of Salt Lake Immediate action Is necessary neces-sary If Salt Lake Is to bo thought of a the next meeting place will be decided on In February and some guarantee must be made as to entertainment before be-fore any Invitation Is accepted Tho opportunity Is ripe for legislation legisla-tion on newspaper topics Those calling call-ing for special consideration are Publication Pub-lication of legal notices and fixing a uniform rate of charge and the patronizing patron-izing of home Industries in public printIng print-Ing The secretary deprecated sending printing out of the State that could be done at home State newspapers should have the privilege of existence as much as sugar factories and the national policy of protection should be extended to the State HOME INDUSTRY QUESTION The secretary said tI is a notorious and lamentable fact that a large amount of State and county printing Is being sent to various parts of tho I United States which should be done at home I Is a benefit to every taxpayer to have work done at home us it gives employment to Utah men and keepa money within our gates besides increaSIng In-creasing tho taxable property of the State The slight extra sum which might be expended In having the work done at home virtually costs the taxpayer tax-payer not one cent additional The United States Government might send Its printing to China and save money temporarily but I would make us poorer and ralso a storm of Indignation all over the land al In the special matter of legul notices Mr Diehl said Nearly every Stat in tho Union excepting Utah has a law regulating the price to be paid for legal publications Without a law I there Jo I much bickering many misunderstandings misunderstand-ings In some cases there IH an overcharge over-charge and In others ridiculously low rates This Is an Injustice to the people peo-ple and the publishers and has been so recognized everywhere outside of Utah I REMEDY IN LEGISLATION I The remedy lies In legislation and L I tho time to act IH now Bills covering the ease should bo drawn up mid pre senter1 to candidates for election to tho clellon Legislature and if any arc unwilling to support equitable legislation they should be turned down us being unfit to make laws for the States best Inter I cats cstsThe discussion following the secre I tarys report hONVjcttusironpsentlment In favor of the legislation recommend I od and the association was united on the Injustice of sending printing out of thu State vhlch could be juut as WC1I done at home The sentiment also was that In the State printing the notices I no-tices should be published as near the j place specially Interested HH possible 11 I I and that no partiality should be shown laPel at the county scats to tho dlsad I t 1 vantage of papers out In the county where the subject
