FEENUH FODNDLINGS There were 23000 abandoned children ia chidren France last year and the cost of maintain ing the foundling asylums of tho republic according to the report ot Consul KXOWLES to the state department is about 1500000 This represents the represent support of 67000 chil dren Much chi complaint is made against the establishment and support of foundling foUndlng asylums The opposition urged against them is that it is a neverfailing incentive to illicit love It is iicIt I urged on the other hand and with a great show of geat reason that the suppression of foundlings means an increase I in the awful crime of infanticide ii Bad as illegitimacy is in France iegitiacy and it is at once her greatest shame and most diffi cult problem it is better to provide dif asylums for the unfortunate offspring of unlawful association than to seek to hide the shame in child murder the shedding of innocent blood France is said t lead all other nations in this particular crime but is it becauso they are less careless to hide themselves from their shame Twenty years ago New York established an asylum on the French order and in one short year it was closed Who knows if tho arrangement had been continued but what we would have outrivaled our sister republic this deplorable eviL
