To Abolish the Consular Seal System WASHINGTON April IS Secretary Foster has decided to suspend the consular seals seal-s s m on cars and adopt system of lock cars and manifests which it is believed will be better all around The change is the result of an investigation instituted by Secretary Windom which Seretry showed the government gov-ernment was losing money and merchants f losing goods under the seal s merchant the whole time of Neary me United States consuls at some points in Canada is taken up in seal ing cars for the transportation of goods in transit through the United States Moreover More-over talc has grown to such proportions that it is beyond the ability of the department depart-ment to make sure in all cases that goods are not dropped at points within the United States Under the new system cars will be stopped at the nearst port on the border and examined by treasury officials who will place upon the cars treasury locks The prospective large payments on account ac-count of pensions public works maturing bonds etc and the maturng etc rather low ebb of receipts I I re-ceipts with the resulting possibility of the disappearance of the surplus is causing some uneasiness among the financial offi cers of the treasury Besides endeavoring t put in circulation subsidiary silver coin i Secretary Foster has in view another 8 l v1ui concerninjr 4 nex cent bond amounting to SoOOOOOOO which mature I next September The secretary believes the national banks which hold 12000000 would be glad to retain them a a basis of I circulation even at a lower rate of interest I is regarded as feasible perhaps to float i t these bonds at 2 per cent The secretary cent nnds a precedent for the plan in the action of Secretary Windom in 1SS1
