Show Two County Commissioners Oppose Car Inspection Plan By MARK D. MICKELSEN FARMINGTON At least two members of the Davis County Commission went on record Thursday as opposing the county's existing vehicle inspection and maintenance program. ALTHOUGH they approved travel vouchers for several health department employees to attend a May motor vehicle emissions control conference in Phoenix, Com. Ernest Eberhard Jr. and Harry B. Gerlach said they are against the countywide I and M. service. Almost 58 percent of the emissions in the county come from refineries, Com. Eberhard told reporters. He said until businesses and refineries release information infor-mation on what has been done to clean up their sector of the county, the commission will remain firm on the matter. "WE FEEL," he said, "that the monitoring has not been sufficient to make a decision." In requesting permission to attend the Phoenix conference, Health Department Director Dr. Enrico Leopardi said the seminar will provide residents with up-to-date information "on the current status of the Environmental Protection Agency (EPA) and the Clean Air Act." "THE I AND M program we now have is entirely funded with federal funds through the EPA," Dr. Leopardi said. "No local funds will be involved in our attendance there." Com. Eberhard said he was opposed to sending people to the conference because "the county does not anticipate" having an 1 and M program in future years. COM. GERLACH asked the press to clarify the commission's stand on the service, saying "we have gone on record as being against the 1 and M program." Com. Eberhard reiterated that until certain questions ques-tions are answered regarding the program, tb commission com-mission cannot make a concrete decision on its future. fu-ture. Com. Glen Saunders was absent. DESPITE objections to the service, the commission commis-sion approved Dr. Leopardi's request for travel to Phoenix. Two employees from the county's Air Pollution Pol-lution Control office will attend the three-day seminar, semi-nar, which is sponsored by state and territorial air pollution program administrators.
