Show OsnlGP Policy Clionoos By GARY R. BLODGETT BOUNTIFUL - The city council revised its policy for renters making a deposit for hookup of electrical power. ALTHOUGH the council maintained a $40 deposit, it did raise its interest rate to the customer for use of the money from four to six percent per-cent retroactive to last Dec. 1 (when the hookup fee was started). It also made a provision for some depositors who lived in Bountiful one year prior to moving and who made a deposit for a hookup within the last eight months. Cily Recorder Arden Jen-son Jen-son told the council that it is imperative that the city maintain the $40 deposit policy because there must be a means of collecting "bad debts" of overdue renters. BUT THE council did decide to wave the deposit from this date on for renters normally required to make a deposit but who have lived in Bountiful for the past year and who have a "prompt payment" record for the previous year. Also, renters who have made the deposit since last Dec. 1 and who were residents of the city for one year prior to making the deposit and have a good credit of prompt payments may request refund of the deposit at City Hall, the council decided. MR. JENSON said he made a study of seven cities and utility companies regarding policies of deposit. He said of four cities surveyed, two of the cities paid interest and two didn't. All of the utilities that collect a deposit also pay interest. In other council action, it was decided that Bountiful should have an ordinance governing stray cats; approved First National Bank as a bonding firm for a convalescent con-valescent home in Bountiful; and gave approval with stipulations for a neighborhood neigh-borhood street dance. AFTER HEARING a report from Mrs. Terri Stark about the need for a stray cat ordinance or-dinance in the city, the council coun-cil agreed to have Attorney Layne B. Forbes prepare an ordinance which would allow stray felines to be apprehended by animal control con-trol officers and taken to the County Animal Control Center in Fruit Heights in much the same manner as dogs. The council noted, however, . that cat traps would probably be needed and it would be necessary to take the felines to the center in a separate trip than dogs. "YOU JUST don't mix cats and dogs," said Mrs. Stark. Mrs. Stark also suggested that Bountiful attempt to join with neighboring communities communi-ties to consider building a separate animal control shelter in south Davis County. THE COUNCIL also gave approval to Mrs. Lorraine Underwood, 340 South 1000 East, to hold a square dance in the street in front of her home which is a deadend' street. However, the council specified that she must show proof of $100,000 insurance in case of injury and must have permission from her neighbors. neigh-bors. She assured the council that she had adequate insurance and that most of the neighbors neigh-bors close enough to hear the music (record player) would be attending the party. |
