Valentiue, assist- O O ant commissioner, was named O O to succeed him. Mr! Leupp has O O" wanted to retire for some time O O on account of ill health. O O Mr. Leupp withdrew his res- O O ignation three months ago at O O the personal request of Presl- O O dent Taft.. but his. health con- O O turned so bad that .he was com- O O pelled to ask the president to O O relieve him.
