Germany conducted a "subtle propaganda in 1917" to check American preparation for war by leading the public to believe be-lieve that the German people were about to overthrow "kaiserism," Alfred Li. uecker. deputy state attorney general, gen-eral, asserted tonight in making public the results of his examination of Goorgo T.
