Show iBK OF SETTLEMEHT OF DAMAGE CASES Full report of a special committee's recommendations on each individual claim in connection with the abandoned aban-doned Hatchtown irrigation project has been presented to the state board of land commissioners, together with a suggested plan for settlements. The members of the special committee made a personal visit to the district and went over the grounds carefully and examined into the merits of the claims. Claims of varying nature are grouped group-ed so as to bring them within an approximately ap-proximately reasonable classification as to values and the proposed basis of reimbursement to settlers under the project. There are three groups designated des-ignated in the reporL "The first group, or the bona fide residents," the report says, "are placed as follows in the valuation: "Lands planted to alfalfa at $S0 per acre. "Cultivated lands planted to grain at ?60 per acre. "Uncultivated land with water at 50 per acre. "Uncultivated land without water at ?5 per acre. '"Homestead lands, or lands purchased pur-chased of the United States government govern-ment at $5 per acre, providevd the claimant will deed said land to the state, showing a clear and unencumbered unencum-bered title. "A reasonable price for improvements, improve-ments, less balance due on purchase price. 'The second group who did not make a legitimate effort to develop the country' or make it their permanent home, we recommend that they be reimbursed re-imbursed the actual amount of money paid to the state, without interest. "The third group consists of persons per-sons who nurchased water onlv from tho state and ised the same on private pri-vate lands. To this group we recommend recom-mend that they be reimbursed for the money paid to the state, together with interest at the rate of 5 per cent per annum, and that if the claimant will deed their lands to the state, showing a clear and unencumbered title, the claims be adjusted as follows: "Land planted to alfalfa at ?80 per acre. "Cultivated lands planted to grain at $60 per acre. "Uncultivated lauds with water, at ?40 per acre. "Uncultivated lands without water at 5 per acre. "A reasonable price for improvements improve-ments in all cases." |
