"It is a crime that money placed , in its hands should be so illy handled," han-dled," declared Senator Harding, charging the shipping board with "red tape and inefficiency." "It is little use to provide an army that we can't transport and sustain," I said Senator Harding. "The winning of the war depends on the merchant marine. ma-rine. It will add confidence and morale to the American people if we have efficiency in the shipping organization. The trouble spems an interminable tangle of red tape." |
