Show SENATE PASSES DRY AMENDMENT Accepts Resolution Passed by House, 47 to 8, Without a Roll Call. SEN. BORAH OBJECTS Claims Constitution Gives No Authority for Fixing Limit for States. WASHINGTON, Dec. IS. The constitutional con-stitutional amendment for national prohibition was today finally submitted submit-ted by congress to tho states, for ratification rati-fication or rejection within seven years. The senate completed congressional congress-ional action by accepting the resolution resolu-tion as passed yesterday by the house, forty-seven to eight without a roll call. Senator Borah objected to accepting tho house amendments, contending that congress has no authority to specify spec-ify the time In which the amendment is to be ratified, and that the constitution constitu-tion gives no authority for providing that prohibition shall become effective within one year after being accepted by tho states. "We have no such power as lo say the amendment shall be ratified within with-in seven years after being submitted to the states by congress." said he. "It Is either to be submitted to the states or not to bo submitted at all. If it over goes to the states they can ratify it whenever they desire " |
