WASHINGTON, April 20 President Wilson probably will name within a few days a group of distinguished Americans as a commission to be sent to Russia, to confer with members of the new provisional government there on ways In which the United States can assist to strengthen the democratic demo-cratic movement and aid Russia in the war against Germany. Elihu Root, former sovrotary of state, appeared tonight to bo the probable prob-able selection for chairman of the commission, although officials said that a final decision has not been reached.
