Entirely on Government. WASHINGTON, April 10. Plans for tho national guurd woro definitely outlined out-lined today by tho war department. Adjutants general of tho states havo been informed that no now units of the guard will bo recognized, excopt such special forces as may be necessary neces-sary to completo divisional organization organiza-tion of the present establishment and thoso which have armories, havo been recruited In definite localities and have other Indications of "probable permanency." Tho purpose of the department Is to prevont organization of purely volunteer vol-unteer regiments under the guise of national guard units and which would not, in all probability, last beyond the duration of tho war. Official Circular Issues. An official circular issued today points out that the present emergency emergen-cy is ono which cannot be met by the regular forces and tho national guard alone and adds that the existing law "does not contemplate that tho federal fed-eral government shall call on the states to form more national guard troops In order that thoy may bo called call-ed into the federal service." "The laws," the circular continues, "placed this responsibility of organ- A. . lzlng moro troops for strictly federal use upon tho federal government, where It properly belongs. Both from tho standpoint of Justice to the stato and of efficiency of the forces, the federal government should have tho duty and the responsibility of organizing organ-izing nil forces additional to the national na-tional guard after tho guard has been called into tho United States service." Baker Approves Rules. The circular then affirms this statement state-ment of policy, approved by Secretary Baker: "No now national guard units will bo recognized which do not have (1), suitable armories; (2), personnel grouped by locality so as to Insure the possibility of attendance at drill; (3), probable permanency. "No new units will be authorized in addition to those needed to completo com-pleto the divisions outlined In tho orders or-ders of the war department and such army corps troops as may hereinafter be designated. "State authorities and national guard officers should concentrate their energies and attention upon organizing, or-ganizing, properly equipping and training train-ing their existing organizations and recruiting them up to maximum strength, authorized." |
