JUDGE BARTCH BACK FROM MEXICAN TRIP Salt Lake, Nov. 9. That the Moxi-.can Moxi-.can government Is liable, under international inter-national law. for damages done to (property in that country during the recent re-cent revolutions and that it will be possible to collect through the Car-ranza Car-ranza government if It stands is the opinion of Judge George W. Bartch, who has Just returned from northern Mexico. Judge Bartch went there representing about 100 Utah claimants claim-ants for damages for the destruction of property in Sonora, Chihuahua, Torreon, Nuevo Leon and Tamaulipas. Judge Bartch has prepared memorials memori-als which will be presented to the government of Mexico through the United States government. While in Mexico and Arizona, Judge Bartch took affidavits to bo used in connection connec-tion with the claims.
