The general idea of two-storied streets is not new But the importance import-ance and relevance of relieving congestion con-gestion in that way has never been Byetematleallv studied to determine Itg host results. For instance, the elevated railroads furnish an example of the idea applied ap-plied to a single claas of traffic. But In that plan the traffic requiring the heaxiest vehicles is put up Into tho ,iir. relegating lighter traffic and foot paRsengers to tho lower level In this we find the disadvantage of our liabit of settling with regard to the streets but one question at a time, instead of considering all the usee of tho streets and how they can be distributed most advantageously For instance, with regard to this decision it Is worthy of careful study whether the best division would be that between the light and heavy traffic, traf-fic, or between aninlata and inanimate inani-mate methods, or between swift and alow. The subject must be studied carefully to determine vrulch separation separa-tion or what combination of them can serve the public need the lest When that Is done and the two-storied two-storied streets are constructed according ac-cording to a well-matured plan, It vlll permit a great advance in any onditlons now prevailing in anv over-I over-I rowded city.
