Senor Magana In El Paso said he was acting as peace envoy from President Madero to tho revolutionists revolution-ists In tho north. In answer to the proiKwitlon for peace made erbnlly by the envoy, Colonel Robelo sets forth a plan for a peace conference. He suggests that i the goovrnment. the revolutionists, the army and, the civilians all be rep-' rep-' resented at such a meeting. In this twa, he proposes to combine all of the elements at estrangement in the. present cill war in Mexico and hopes to reach some agreement whereby the four may be united In some common cause. In his letter Colonel Robelo assures Madero that the revolutionists agent declares that while the rebels operating In Sonora are at outs with Orozco to the extent that they are of the Ma-gonlsla Ma-gonlsla or so-called Socialist faction, that all but perhaps one of .he chiefs will comply willingly to practical proposition of peace IT the president presi-dent will consent to the coherence of the four factions, civilian, military, political nnd revolutionary.
