Show Councilman Answers Planning Commission Charaes: Exolains Stand on Local Zonino The following is a statement from Frank Milne, member of the City Council, commenting on statements made by the Planning Commission in its letter of resignation resig-nation to the council, and also telling why Councilman Milne voted for the zoning change. "In regard to the controversy between the City Council and the Planning Commission over the re-zoning of the south end of Main street, I wish to explain why I voted 'yes' to re-zone this area at the time the motion came before the council. "For one thing, the City Council Coun-cil had a petition from 100 per cent of the owners of the property prop-erty in question. This land has been a weed patch and a sore eye along the highway for the past 50 years. "To my knowledge, there has been only one residential structure struc-ture built on the west side of the highway during the past 20 years. If people have considered homes along this highway, and it was suitable for such, it ap pears that it would have been built up "Another reason I voted 'yes' is that it is impossible to purchase or lease a building or lot in the present C-2 area because of cost. The figures being asked are prohibitive pro-hibitive for a young fellow with limited means to get started in business. My thinking is that unless there is suitable and proper pro-per land available for investment invest-ment by new business, Cedar City cannot grow. "I would like to know how many now-prosperous businessmen business-men in Cedar had $50,000 to start out on? "You have what I like to believe be-lieve is a progressive council. There could be enough potential poten-tial business area in Cedar City zoned for 100,000 people but what good would it be if it wasn't situated near potential business along your highways carrying the heavy tourist traffic. "These are my reasons for voting vot-ing 'yes' on re-zoning of this area, and not from and 'hasty action or pressure from small, selfish groups' ". "Not a one of the present City Council owns any property in the south end of town, and to my knowledge, none of us have any business interests there of any kind. In fact, three of us have our businesses in the extreme north end of town. "I promise the voters this much, that I wont resign from any office because of differences of opinion, but I will resign before be-fore I make any decision under pressure from a group. "I can't understand the resignation resig-nation of one member of the Planning Commission, who on Sept. 22, 1949. appeared before the City Council requesting a zoning change so that he could expand his own business property. proper-ty. This zoning change was passed by the council. "If we hadn't re-zoned that area, there would not have been possible the building of the North East Furniture Company at its present location, the C. M. Feed Co.. nor the Milne Truck Line. At the time the area was re-zoned, Milne Truck Line owned own-ed no property there. The sale of the property was made later. "Misunderstanding of the council's coun-cil's position due to the resignation resigna-tion of the Planning Commission has forced me to take this means of explaining what is happening." happen-ing."
