Norm Bangerter Thursday launched his promised barnstorming campaign to discuss and take his educational ALERT program to communities throughout the state with visits to Price, Moab and Blanding in southeastern Utah. Thursday's visits to educational and community leaders represented the first of several gubernatorial trips throughout the state already scheduled for the remainder of January and in February. When he announced the ALERT (Agenda for Leadership in Educational Resources for Tomorrow) program in December, Gov. Bangerter promised he would visit Utah cities and towns for as long as six months to discuss the program. Tm interested in bringing to the forefront the immediacy of what can be termed an educational alert before it becomes a crisis, said the governor before embarking on the trip. At Creekview Elementary School in Price, a new school in its first year of operation, the governor told Carbon County School District Superintendent Ell Sorenson and a large crowd attending a brief meeting that the state would need 26 schools such as Creekview to accommodate the 13.000 new students expected next year and in succeeding years. He cited three measures that can be taken to avoid what he termed an unacceptable fourth alternative doing nothing about the burgeoning enrollments demographers forecast for Utah's public and higher education systems during the next 10 to 15 years. Gov. Bangerter said greater efficiency in education must be soqght, although he said Utah's educational systems already are among the most efficient in the country. The governor said old educational habits will have to change. "We may have to give up something, hg said, citing kindergarten, driver training or other areas of the curriculum as examples of what Utahns may need to decide to cut in the future. His third alternative, Gov. Bangerter said, involves the infusion of new money. "I have recommended $50 million in new money for education, $40 million for public education and $10 million for higher education, he said. This is far below the $130 million sought by public education and the $50 million higher education said it needs for the next school year, said the governor, but a one cent increase in the sales tax or 15 more mills in property taxes would be necessary to come up with most of the requested to a group of community and education leaders at Moabs Helen M.
