"That's a legitimate concern." he said Tuesday. "Whether it is the Democrats or Republicans, anytime there's that much get crazies with crazy ideas and there's no one there to watch and debate the process." strength, you Ferguson said he has personally experienced frustration in trying to deal with Utah's Republican majority legislature. Because of exProvo's severe penses over the past two years. Ferguson said it was necessary to ask the legislature to help pay for some of those emergencies. "The legislature wouldn't see us," he said. "They went into closed caucauses and refused to consider the facts on Provo's flooding expenses. Later they said the Governor wouldn't consider flood-relate- d of cf fjvor tor voting ' like good little girls and boys." Right now the legislature is veto proof." he said There s no public coercion it the government cuts deals behind closed doors." Traveling around the state as ,ti Gardner's runr.inf ' "Everywhere went I k heard people say they feel left out of state government. They don't feel weli represented." Mayor Jim Ferguson r r Herald Staff Writer Democratic conUtah's trol of the governor's seat will be 20-ye- difficult to keep this year, said Provo Mayor James Ferguson Tuesday. "I think the democrat's are going to have a hard time winning," he said. Ferguson, a democrat who says it is important the state keep some kind of balance between the two parties, lost a bid for the Lt. Governor's seat. As a running mate of Kern Gardner, Ferguson said the experience had its good and bad points. "It was frustrating for me in some ways because I didn't have that much control over the cam SKI: stage, Mathis said. Wasatch County required extensive market studies before granting approval of the general plan. Extensive geologic studies must also be completed prior to the development of each of the seven planned "neighborhoods," he reported. Construction of the proposed Jordanelle Dam as part of the Central Utah Project will also affect Mayflower. If Jordanelle is built, the development will be changed to include five neighborhoods; if it is not, there will be seven neighborhoods. If seven neighborhoods are built, there will be about 2,500 housing units in the development. If only five neighborhoods are constructed, the number of housing units will drop to around betting paign," he said. "I've always had total control over my own campaigns, but in this case I didn't." Two events, which Ferguson said lost the pair votes but not the election, were disappointing to the candidate. One was the mailing of a brochure and the other was Gov. Scott Matheson s response to it. The brochure in question mentioned the Governor's name in conjunction with a comment that Gardner and Ferguson would continue in his tradition of running the government. Matheson called a news conference, two days before the primary election, to say he felt his neutrality had been violated by the brochure. Ferguson said he told campaign offi 2,000. Mathis indicated that the way was cleared for approval after a private agreement was worked out between developers and the mining interests in the area. "Wasatch County was not a party to that agreement, since it specified under what conditions the mining operations could continue to function," he said. A major environmental concern involved mine tailings ponds at two old mining sites, the Olson- - Payson Man Riding Cycle Neihart pond and other ponds near a mine where ore was refined. "They must develop a plan to satisfy the State Health. Department and the Environmental Protection Agency on the handling of these hazardous wastes," Mathis said. "Also, because of hazardous wastes, they agreed not to develop one cany.on. "Sewage must also be taken care of before the density re mm For them that may be a good idea " Since Fmery county has experienced such an eratic employment problem with the coal industry. Ferguson said their leaders must look to new methods of revenue. "Provo might have some problems, but compared to others, the magnitude isn't nearly so bad, e he said. Talking with I'tahns was a pleasant experience tor Provo's mayor. T enjoyed getting out into the state. It was a real lor me," he said The day after the primary. Ferguson said he was happy to be back into the routine business of the city. "It was easy, relaxing," he said. "The last two months were really hard, but it was nice to get hack and catch up." Ferguson's request to hold the brochures was too late, he said. They had been mailed that morning. "Even though both sides used his name, maybe the typeset size was too large on ours." he said. "But, he was under a lot of pressure since his wife and son were both 'working with Wayne Owens." According to Ferguson, Matheson said early in the campaign that he would not support one democratic candidate over the other. But, he said, the governor did indicate that if things got dirty, he'd step into the fray. White Westinghouse quirements of the development are determined," he reported, since water quality as the water leaves the resort area is a major environmental concern. He emphasized that Phase One will involve the most expensive part of Mayflower, the Village Center where hotels, shops and common areas are located. Utilities, water supplies, roads and sewage must all be taken care of with that phase. SPEED QUEEN was disappointed he got into and that our staff mailed the brochure," said Ferguson. Political campaigns are sometimes fraught with uncontrollable events, he said. But those that are controllable, such as the brochure incident, should be carefully watched. "the public makes up its own mind," said Ferguson. "If given the option, the public would like a fresh approach to the issues. They'd like to hear a debate on legitimate things based on a candidate's record. The Uinta National Forest stretches from Kamas to Nephi and includes roughly one million acres. Uinta National Forest hosted an are estimate three million visitor days (one person staying 12 hours is considered a visitor day) in 1983, Coleman said.
